SBCC Rules & Regulations
1. NAME AND OBJECTS
The Club shall be called The Southern Border Collie Club and its objects shall be to preserve the working attributes of the breed, to encourage responsible ownership, to endeavour to safeguard the breed from exploitation by the breeders, the promotion, general care and well being of the breed both on the field and in the show ring.
2. OFFICERS AND COMMITTEE
The Club shall consist of President, Vice-Presidents, Honorary Secretary, Honorary Treasurer, a committee of eleven (11), and an unlimited number of members.
3. COMMITTEE
The management of the Club shall be in the hands of a committee consisting of eleven (11) members, the Honorary Secretary and the Honorary Treasurer, all of whom shall retire annually but shall be eligible for re-election.
The committee shall elect the President/ Vice Presidents. The President may attend committee meetings but only in an ex-officio capacity.
Meetings of the committee shall be held as often as may be deemed necessary and six (6) plus the Secretary shall form a quorum for the transaction of business.
The committee members at the first meeting following the Annual General Meeting shall elect the Chairman of the committee.
The Committee shall have the power to co-opt members on to the Committee in the event of positions becoming vacant between Annual General Meetings.
No person, whilst an undischarged bankrupt, may serve on the Committee or hold any other office or appointment within a Kennel Club Registered Society.
4. ELECTION OF MEMBERS
Candidates for membership of the Club shall be proposed by one member and seconded by another and elected by or balloted for by the Committee at one of their meetings.
5. SUBSCRIPTION
The Annual Subscription shall be seven pounds (£7.00) – Single; Ten pounds (£10.00) – Joint; Four pounds (£4.00) – Junior (Members under 18 years of age); and Twelve pounds (£12.00) Family (To include 2 adult members). Junior Members (under 18 years) do not have voting rights unless they are fully paid up (adult) members in their own right. Family adult members will both have voting rights. The subscription is payable on the first day of January of each year. No member whose subscription is unpaid shall be entitled to any of the privileges of membership, and if any members shall fail to pay the Annual Subscription by the first day of March, the committee shall have the power to erase his or her name from the list of members, but if the committee shall subsequently receive a satisfactory explanation the member may, at the discretion of the committee, and on payment of arrears, be re-admitted to membership.
6. CLUB PROPERTY
The property of the club shall be vested in the Committee and in the event of the Club ceasing to exist, all monies in the Building Society and Bank shall be divided equally between:- The Royal Veterinary College, Potters Bar and the Pilgrim’s Hospice, Canterbury.
7. EXPULSION OF MEMBERS
Any member who shall be suspended by the Kennel Club Rule A42j(4) and/or any member whose dog(s) are disqualified under Kennel Club rule A42j(8) shall 'ipso-facto' cease to be a member of the Club for the duration of the suspension and/or disqualification.
If the conduct of any member shall, in the opinion of the Committee of the Club, be injurious to the character of the interest of the Club, the Committee of the Club may, at a meeting, the notice convening which includes as an object the consideration of the conduct of the member, determine that a Special General Meeting of the Club shall be called for the purpose of passing a resolution to expel him or her. Notice of the Special General Meeting shall be sent to the accused member, giving particulars of the complaint and advising him or her of the place, date and hour of the meeting that he or she may attend and offer an explanation. If at a meeting a resolution is passed by a two-thirds majority of the members present and voting his or her name shall be forthwith erased from the list of members, and he or she shall thereupon cease for all purposes to be a member of the Club except that he or she may within two calendar months from the date of such meeting appeal to the Kennel Club upon and subject to such conditions as The Kennel Club may impose.
8. GENERAL BUSINESS
The financial year of the Club shall be from 1st January to 31st December. The Annual General Meeting shall be held each year before the 25th March for the following purposes:
To receive the report of the Committee and audited annual statement of accounts, to elect the officers, and to discuss any resolution duly placed on the Agenda of which prior notice has been given to the Honorary Secretary, (matters to be placed on the Agenda must be received by the Honorary Secretary before the 15th January). No business shall be transacted at an Annual General Meeting unless notice thereof appears on the Agenda, with the exception of routine matters or those which in the opinion of the Chairman of the meeting are urgent. Nominations for officers and committee members must be proposed and seconded by fully paid up members and, with the consent of the nominee obtained, be in the hands of the Honorary Secretary by 15th January. The election of officers and committee members will take place at the Annual General Meeting by ballot of those members present at the meeting. A Special General Meeting shall be summoned by the Honorary Secretary if 25% of the members send a signed requisition stating the subject to be discussed. No business other than the matter on the Agenda can be discussed at a Special General Meeting.
Members will receive not less than 14 days notice of an Annual General Meeting or not less than 28 days notice of a Special General Meeting. The rules of the Club shall not be altered except at a General Meeting or by Special General Meeting. Any alterations to the rules shall not be brought into force until The Kennel Club has been advised and given its approval of the alterations.
9. CLUB ACCOUNTS
A banking account shall be held in the name of the Club into which all revenue of the Club shall be paid and from which withdrawal shall only be made on the signatures of the Honorary Treasurer and the Chairman or Honorary Secretary. The Honorary Treasurer shall keep the accounts and the accounts will be certified annually and presented to the members at the Annual General Meeting.
10. THE KENNEL CLUB – THE FINAL COURT OF APPEAL
The Kennel club shall be the Final Court of Appeal in all matters of dispute.
11. THE CLUB shall NOT join any Federation of societies or Clubs.
12. THE CLUB must make a list of members and their addresses available for inspection if so requested by the members of the Club or by the Kennel Club.
13. ANNUAL RETURNS TO THE KENNEL CLUB
The officers acknowledge that during the month of January each year, Maintenance of Title fee will be forwarded to The Kennel Club by the Secretary for continuance of Registration and that by 31st July each year, other returns, as stipulated in Kennel Club Regulations for the Registration and Maintenance of Title of Societies and Breed Councils and the Affiliation of Agricultural Societies and Municipal Authorities be forwarded to The Kennel Club.
The officers also acknowledge their duty to inform The Kennel Club of any changes of Secretary of the Club which may occur during the course of the year.
